My guess is the devs didn't want the dverger buildings to actually drop copper bars but wanted you to have a source of copper when you are (potentially) far from the black forest since some ML recipes require it. Iron can be smelted from Scrap iron in the Smelter using Coal as fuel. Oozers can also rarely drop Scrap Iron, with a drop rate of around 30%.
